DOVER PLAINS — “Ice Cream Makes You Happy” claims the phrase printed on one of the windows of Kelly’s Creamery, the newest ice cream shop to hit northeastern Dutchess County this year. Opening this past summer at 3202 Route 22 in Dover Plains, the phrase has rung true these last few months as Kelly’s Creamery has generated excellent reviews from satisfied customers who have come back for more.
