LEGAL NOTICE OF ESTOPPEL

The bond resolution, a summary of which is published herewith, has been adopted on July 19, 2018, and the validity of the obligations authorized by such resolution may be hereafter contested only if such obligations were authorized for an object or purpose for which the Town of Amenia, Ducthess County, New York, is not authorized to expend money, or if the provisions of law which should have been compiled with as of the date of publication of this notice were not substantially compiled with, and an action, suit or proceeding contesting such validity is commenced within twenty days after the date of publication of this notice, or such obligations were authorized in violation of the provisions of the Constitution. Such resolution was subject to permissive referendum. The period of time has elapsed for the submission and filing of a petition for a permissive referendum, an a valid petition has not been submitted and filed in connection with such resolution.

A complete copy of the resolution summarized herewith is available for public inspection during regular business hours at the Office of the Town Clerk for a period of twenty days from the date of publication of this Notice.

A RESOLUTION AUTHORIZING, SUBJECT TO PERMISSIVE REFERENDUM, THE CONSTRUCTION OF A BICYCLE TRAIL EXTENDING FROM THE HAMLET OF WASSAIC TO THE WASSAIC TRAIN STATION IN AND FOR THE TOWN OF AMENIA, DUCTHESS COUNTY, NEW YORK, AT A MAXIMUM ESTIMATED COST OF $1,000,000 AND AUTHORIZING THE ISSUANCE OF $1,000,000 SERIAL BONDS TO PAY THE COST THEREOF.

Specific object or purpose: Construction of a bicycle trail path extending from Hamlet of Wassaic to the Wassaic train station, including incidental improvements and expenses.

Period of probable usefulness: Fifteen Years

Maximum Estimated Cost: $1,000,000

Amount of obligation to be issued: $1,000,000 serial bonds; to be reduced by any grants-in aid received therefor.

 SEQRA Status: Type 1 Action. Negative deceleration. SEQRA compliance materials can be inspected at the office of the Town Clerk during regular business hours.

 NOTICE is hereby given that sealed bids for the purchase of supplies used by the Amenia Highway Department during the year will be received until 10 a.m. on Wednesday, September 12, 2018 at the Town Clerk’s Office, Town of Amenia, Town Hall, 4988 Route 22, Amenia, NY 12501 and opened and read at the Amenia Town Hall, 4988 Route 22, on Wednesday, September 12, 2018 at 10:30 a.m.

Bids are requested for the following road materials: Bank-run, sand, Item #4, crushed quarry stone and washed gravel, light, medium, and heavy stone fill, sub base NYS DOT Type #2, calcium chloride, bituminous mix hot and cold, road oils, concrete, catch basins and equipment rentals, Tree Work, Sweeping.

Detailed specifications may be obtained at the Highway office at 845-373-9922. All bids must include a notarized non-collusive statement and corporate bidders must file a corporate resolution with a corporate seal. All envelopes must be clearly marked “Bid 9/20/2018 to 9/19/2019” 

The Town Board reserves the right to accept or reject any or all bids. Bids will be awarded at the next scheduled Town Board Meeting September 20, 2018.

NOTICE OF PERMISSIVE REFERENDUM 

VILLAGE OF MILLERTON- BOND RESOLUTION AUTHORIZING THE ISSUANCE OF SERIAL BONDS IN AN AGGREGATE PRINCIPAL AMOUNT NOT TO EXCEED $1,094,000 TO FINANCE WATER SYSTEM IMPROVEMENTS

NOTICE IS HEREBY GIVEN that the Board of Trustees of the Village of MILLERTON, Dutchess County, New York, at a meeting held on the 27th day of August, 2018, adopted a Resolution, an abstract of which is hereinafter set forth, subject to Permissive Referendum pursuant to section 9-902 of the New York Village Law and therefore such Resolution shall not take effect until thirty (30) days after its adoption, nor until approved by the affirmative vote of a majority of the qualified electors of the Village voting on such proposition for its approval if within thirty days after adoption of the Resolution there be filed with the Village Clerk a petition signed and acknowledged by electors of the Village of Millerton in number equal to at least twenty per centum of such electors in the Village, as shown on the register of electors for the previous general Village election, protesting against such act or resolution and requesting that it be submitted to the electors of the Village for their approval or disapproval.

A resolution by the Village of Millerton Board of Trustees authorizing the issuance of Serial Bonds of the Village of Millerton in an aggregate principal amount not to exceed $1,094,000 to finance water system improvements in the Village of Millerton, and delegating certain powers in connection therewith to the Village Treasurer and providing that such Resolution shall be subject to Permissive Referendum. 2018-2019 SCHOOL TAX COLLECTION

I, Joan C. Taylor, School Tax Collector, have received the Tax Warrant for the collection of school taxes for the Pine Plains Central School District. Taxes can be paid at the Stissing Mountain Junior Senior High School, 2829 Church Street, Pine Plains, NY 12567. The days and hours of collection are Monday, Tuesday, Thursday, Friday 3:00PM to 5:00PM, Wednesday from 5:00PM to 7PM, except holidays. A drop box will be available in the lobby of the Jr.Sr. High School between the hours of 8AM and 5PM Monday through Friday (except school holidays).

Collection of taxes will begin on September 5, 2018 and will end November 5, 2018. School taxes paid and or postmarked during the first 30-day period, September 5, 2018 to and including October 4, 2018 will be penalty free. School taxes paid October 5, 2018 to and including November 5, 2018 must include the two percent (2%) penalty or the payment will be returned.

Please be advised that the Board of Education of the Pine Plains Central School District has adopted a Tax Installment Payment Option for Dutchess County Property Taxpayers only. Taxpayers may pay school taxes in two (2) installments pursuant to Dutchess County Local Law no. 4 of 1978. The first school tax installment of 50% of the tax due together with a five per cent (5%) fee is due on September 15, 2018 payable to the Pine Plains School Tax Collector and the second installment of 50% of the tax due, together with a five percent (5%) fee, is due no later than March 15, 2019 made payable and mailed directly to the Dutchess County Commissioner of Finance.

Also, please be advised that there is a five business day penalty-free extension date for the payment of school taxes for property owners who have a Senior Citizen’s Exemption under Real Property Tax Law Section 467. The last penalty-free date for payment of school taxes for those property owners who have a senior citizen’s exemption is October 12, 2018.

The collection period with the two per cent (2%) penalty will conclude on November 5, 2018 and all unpaid tax records will be returned to the County Treasurer. After that date, payment of school taxes can be made by contacting the County Commissioner of Finance.
