TOWN OF CANAAN

The following ordinances all passed by a majority vote of the legislative body of the Town of Canaan at a town meeting held on September 6, 2017 and become effective fifteen days after publication:

AN ORDINANCE CONCERNING DUTIES, HOURS, SALARY, HEALTH AND RETIREMENT BENEFITS OF THE TOWN CLERK

 

BE IT ORDAINED by the Assembly of the Town Meeting that the following statements will describe the position of Town Clerk in the Town of Canaan (Falls Village), Connecticut.

1. The Town Clerk shall have duties as specified by the Connecticut General  Statues, Section 7, Chapter 92.

2. The Town Clerk shall have the following minimum office hours: Monday, Tuesday, Wednesday and Thursday from 9:00 AM to 3:00 PM

3. The Town Clerk shall receive an annual salary to be recommended by the Board of Selectmen to the Board of Finance who shall determine such salary amount and make it a part of its recommendation of the annual spending plan to be approved at Town Meeting. Should the Town Clerk possess aTown Clerk certification, a stipend for such certification will be an additional benefit. These payments will be in lieu of any and all fees.

4. The Town Clerk shall be the principal point of contact for those members of the general public seeking information and legitimate business with the Town as per the policies of the Board of Selectmen.

5. The Town Clerk shall have such health and retirement benefits, if any, as are deemed appropriate as may be established by the Board of Selectmen.

BE ENACTED AND ORDAINED:

Pursuant to Section 9-185 of the Connecticut General Statutes, the Town Clerk shall be appointed by the Board of Selectmen.  The term of office shall be four years.  The first term shall begin the first Monday of January, 2022, except that, should a vacancy occur in the elected Town Clerk position, the Selectmen shall appoint a Town Clerk to fill the balance of that term.  The Board of Selectmen shall determine the terms and conditions of employment and shall recommend the proposed compensation annually to the Board of Finance.

BE IT ENACTED AND ORDAINED:

Pursuant to Connecticut General Statutes Sections 9-189 of the Connecticut General Statutes, the Tax Collector shall be appointed by the Board of Selectmen.  The term of office shall be four (4) years.  The first term shall begin the first Tuesday in November, 2019, except that, should a vacancy occur in the elected Tax Collector position, the Selectmen shall appoint a Tax Collector to fill the balance of the term.  The Board of Selectmen shall determine the terms and conditions of employment and shall recommend the proposed compensation annually to the Board of Finance.

An Ordinance Concerning the Upkeep and Maintenance of Main Street

BE IT ENACTED AND ORDAINED with regard to the maintenance and care of the sidewalks and period lighting from the sidewalk along the east side of Railroad Street which continues to the south side of Main Street from the junction of Main Street with Railroad Street as far as Lee H. Kellogg School and on the north side of Main Street from the junction of Railroad Street and Main Street to northern boundary of 104 Main Street and the maintenance and care of the flower beds and trees planted as a result of the “Sidewalk and Streetscaping Project” completed on June 30, 2015:

A. The Town will clear the sidewalks of snow and/or ice and apply an appropriate product to make it safe for pedestrian traffic;

B. The Town will, in the spring, sweep the sidewalks of accumulated debris and salt/sand residue from the winter months;

C. The Town will, in the spring, summer and fall mow and trim those areas along the sidewalk on Main Street which it owns, as well as clear the area of downed leaves in the autumn ;

D. The Town will maintain the period lighting from the area of the Town Green on Railroad Street and Main Street to the fixture in front of Toymakers’ Café;

E. The Town will maintain the various gardens in front of the Town Municipal Offices, those in front of 107 Main Street and along Main Street around the corner to Railroad Street and

F. The Town will maintain all trees planted as a result of the project.

The artistic life of Joelle Sander

The Cornwall Library unveiled its latest art exhibition, “Live It Up!,” showcasing the work of the late West Cornwall resident Joelle Sander on Saturday, April 13. The twenty works on canvas on display were curated in partnership with the library with the help of her son, Jason Sander, from the collection of paintings she left behind to him. Clearly enamored with nature in all its seasons, Sander, who split time between her home in New York City and her country house in Litchfield County, took inspiration from the distinctive white bark trunks of the area’s many birch trees, the swirling snow of Connecticut’s wintery woods, and even the scenic view of the Audubon in Sharon. The sole painting to depict fauna is a melancholy near-abstract outline of a cow, rootless in a miasma haze of plum and Persian blue paint. Her most prominently displayed painting, “Flowers,” effectively builds up layers of paint so that her flurry of petals takes on a three-dimensional texture in their rough application, reminiscent of another Cornwall artist, Don Bracken.

Art scholarship now honors HVRHS teacher Warren Prindle

Legendary American artist Jasper Johns, perhaps best known for his encaustic depictions of the U.S. flag, formed the Foundation for Contemporary Arts in 1963, operating the volunteer-run foundation in his New York City artist studio with the help of his co-founder, the late American composer and music theorist John Cage. Although Johns stepped down from his chair position in 2015, today the Foundation for Community Arts continues its pledge to sponsor emerging artists, with one of its exemplary honors being an $80 thousand dollar scholarship given to a graduating senior from Housatonic Valley Regional High School who is continuing his or her visual arts education on a college level. The award, first established in 2004, is distributed in annual amounts of $20,000 for four years of university education.

In 2024, the Contemporary Visual Arts Scholarship was renamed the Warren Prindle Arts Scholarship. A longtime art educator and mentor to young artists at HVRHS, Prindle announced that he will be retiring from teaching at the end of the 2023-24 school year. Recently in 2022, Prindle helped establish the school’s new Kearcher-Monsell Gallery in the library and recruited a team of student interns to help curate and exhibit shows of both student and community-based professional artists. One of Kearcher-Monsell’s early exhibitions featured the work of Theda Galvin, who was later announced as the 2023 winner of the foundation’s $80,000 scholarship. Prindle has also championed the continuation of the annual Blue and Gold juried student art show, which invites the public to both view and purchase student work in multiple mediums, including painting, photography, and sculpture.
