Town, BOE to regain control of district

WINSTED —  After two years of operating under the state’s receivership, the Board of Education will retain power over the Winchester School District on Thursday, Aug. 17.

School District Receiver Freeman Burr said a transition plan has not been formalized by the state’s Department of Education.
