A huge mess to clean up

With the Board of Selectmen deciding this week to challenge a ruling by the state that Winchester’s school system is being underfunded by nearly $1.5 million, it is clear that local students will start the school year in financial limbo, as state officials decide whether they want to entertain the complaint. As it stands now, the state has deemed Winsted to be out of compliance with the minimum budget requirement (MBR) for the town’s schools, which could result in the town being fined $2 for every dollar it has shorted the school budget.
